In retrospect, the only big winners from the war have been the oil companies, the defense contractors, and al-Qaeda. Ruler? Before the war, the oil markets anticipated that the then price range of transience $20 to $25 a barrel would continue for the next three years or so.

The most immediate challenge will be simply to get the economy#x2019;s metabolism back into the normal range. That will mean moving from a savings rate of transience zero (or less) to a more typical savings rate of, say, 4 percent.
